DEVELOPMENT PLANNING

Collie works with clients to prepare, lodge and monitor planning permit / development applications, planning scheme amendments and appeal / review processes before independent panels and tribunals / courts. Collie clients include those with interest in residential, commercial, retail, industrial, educational, health and a variety of other land uses - from the private sector to local government through to State authorities and departments.

We know what is realistic, achievable and workable - we aim to identify and avoid potential problems that may arise. We are able to navigate successfully through the red tape - in what is becoming an ever more complex statutory planning approval maze. Our reputation for ethical conduct and our ability to balance being on good terms with approval authorities while advocating the particular case strongly and in the strictest confidence, is a core Collie strength.

Development Planning services

 

• Planning Advice

  Provide development planning advice and review land use development and re-development proposals including feasibility, planning policy implications, yield potential, opportunities, issues and possible approval outcomes.

• Planning Assessments

  Review and assess development and redevelopment proposals, and advise on how to improve each proposal’s prospects of success.

• Feasibility Assessment – Due Diligence

  Provide feasibility assessments and due diligence reports on investigation and reporting coordination for commercial and public sector clients.

• Development Contributions

  Prepare or review and assess development contribution plans and alternative 'section 173' agreements for large new community Masterplans or Infill Projects.

• Clause 54 / 55 / 56 Assessment

  Work with clients to review and report on residential projects assessed under guidelines and planning schemes.

• Planning Permit / Development Applications

  Prepare, lodge and monitor planning permit development applications for a variety of land uses.

• Amendments and Rezoning

  Work with clients to prepare and monitor amendments to planning schemes for a variety of land uses.

• Affordable Housing

  Work with clients to provide and deliver affordable housing either as a standalone development or as an integrated part of a broader project.

• Planning Mediation

  Mediate between parties throughout development and approval process and assist in resolving conflicts, including representing clients at formal VCAT mediation hearings.

• Planning Appeals / Panels

  Assist with lodgment of applications for review (planning appeals) and preparation of the planning appeal case at VCAT. Assist with the preparation of submissions during the Planning Scheme amendment Public Exhibition period.  Assist with the preparation of the Planning Panel presentation.
