STRATEGIC PLANNING

Strategic planning projects deal usually with broader areas or issues; they require visioning of future scenarios and requirements; they often set the scene for future development action or establish guidelines for future development.

 

Collie has been involved in strategic planning over many years as reflected in:

• the preparation of regional, municipal-wide or special area growth scenarios and strategic plans;
• community needs assessments based on existing and estimated future population numbers;
• preparation of structure plans;
• activity centre and town centre strategic growth reviews and plans;

 

Strategic planning can often have a blurred boundary with development planning and its statutory planning implementation initiatives.  For example, Collie has worked on strategic plans for special areas that have led to the preparation of neighbourhood character overlays and schedules to set guidelines for the preferred future character of the special area.  A case in point has been the redevelopment of the VFL Waverley Park headquarters into a new Melbourne suburb. 

 

Strategic planning clients are usually governments, authorities or corporations with large land-holding projects.

 

Strategic Planning services

• Land Use Strategies
  Land use strategies and implementation actions for a range of clients and land use combinations - industrial, commercial, residential, community, educational - or combined land use strategies, often for towns or regional areas.
• Community Needs Assessment
  Assist public and private sector clients to assess the community needs in a study area. This can cover community consultation on aspirations to community facility and service needs compared with recognised benchmarks.
• Structure Plans
  Local structure plans, precinct structure plans, development plans and masterplans for new integrated communities, and a variety of specialised large area land uses such as industrial or business parks.
• Activity Centres and Town Centres
  Review and assess existing conditions and needs of the activity centre / town centre and prepare strategies to guide future development.
